In addition, on 5 September, Mr. Vendrell met with the Taliban supreme leader, Mullah Mohammad Omar, and on other occasions with the Chairman of the Council of Ministers, Mullah Mohammad Rabbani, the Governor of Kandahar Province, Mullah Hassan Rahmani, the Taliban Deputy Minister for Foreign Affairs, Mullah Abdul Jalil, and, more recently, with the Minister of Education, Amir Khan Muttaqi, who has been appointed the Taliban's chief negotiator.
