The right to conscientious objection to military service is considered a legitimate exercise of the right to freedom of thought, conscience, religion and belief, as articulated implicitly in article 18 of the International Covenant on Civil and Political Rights (ICCPR) and article 18 of the Universal Declaration of Human Rights, and explicitly by the Human Rights Committee in its general comment No. 22 on article 18 of the ICCPR.
