The Working Group recalled that in 1989, the then Procurement Working Group had been informed that an “abnormally low tender” (“ALT”) involved a risk that “the tenderer would be unlikely to be able to perform the contract at [the tender price] … or could do so using only substandard workmanship or materials by suffering a loss … it could also indicate collusion between the tenderers”.
