We can only remind the Special Rapporteur of the provision of the 1981 Iraqi Code of Criminal Procedure that forbids the arrest or detention of any person other than in accordance with a warrant issued by a judge or in the circumstances permitted by the law. Lastly, the Special Rapporteur wishes to point out that judges who are not adequately compensated may be more tempted to engage in corrupt practices, with all the disastrous consequences that this implies for the independence and impartiality of the judge in question and for the proper administration of justice and the reliability and reputation of the judiciary in general.
