It was agreed that the working group should establish objectives and guidelines so that the research work on means of preventing the BLEVE (boiling liquid expanding vapour explosion) phenomenon proposed by the Netherlands (INF.42) could continue within an ad hoc working group, without a priori excluding the options of a mandatory installation of safety valves and the use of sun shields or thermal insulation, or restricting the work to flammable gases alone.
